I.    Industiral Design Virtual Museum (ETSM) Definition
Industrial Design Virtual Museum (ETSM) has been designed as virtual museum that can be visited over the internet that will also be the prepatory work for the mid-term goal of forming a museum.
1.    ETSM’s mission:
Collecting and sharing objects, documents and other materials on industrial design and other products’ design in Turkey under a collection policy.
2.    ETSM’s vision:
Supporting the legitimacy of Turkish design in international markets and increasing the awareness towards Istanbul as a design center.
3.    ETSM’s aims:
– Is to make the knowledge base on industrial design in Turkey from past to present accessible in an organized and systematic way.
– Forming the basis for researching, documenting and collecting the industrial design memory of Turkey.
– Introducing the industrial design job and production to different parts of the society.
– Helping and guiding the individual and corporate players of the design area to form their professional memories.
4.    ETSM’s targets:
– Forming a common ground for all the stakeholders of industrial design in Turkey.
– Introducing the products, services and developments in Turkish industrial design globally.
– Serving as a center that will present all the present data towards forming a design identity in Turkey collectively.
– Publishing a museologic report towards forming a real museum with a physical collection and a location.

II.    Definition of the Collection
Industrial Design Virtual Museum (ETSM) collection Is consistent of various manufactured materials on industrial design in Turkey. In its core, ETSM is a documenting and an archieving work. During the processes of establishing, documenting and recording the spread out objects on the subject; gathering and presenting other information and documents on these, scientific methods that were used during the founding of the museum are used.

III.    Content
ETSM collection contains materials on industrial design and other products’ design in Turkey that were mentioned in article V.

IV.    Sections
ETSM collection is formed on 5 sections:
1.    The product
2.    Sectors – Companies
3.    Educational institutions
4.    Designers – Design Offices
5.    Conceptual Projects

The sections listed above and their descriptions are as follows:
1.    The product: Singular products, anonymous products, etc. products are considered in this category.
2.    Sectors – Companies Sectoral classes defined and formed by Industrial Designers Society of Turkey (ETMK) for its exhibitions and competitions are as follows:

– Packaging: Graphic and packaging itself of every package used for carrying, protecting and presenting to the user of goods. Graphic design on the packaging is considered together with the product itself if it is an unseperable part of the product. However, packagings just made out of label design are not considered.
– Lightening: Indoor and outdoor lightenings, hand lights, etc.
– Electrical household appliances: Electrical appliances and tools used for cooking and cooling food and cleaning at home; whiteware and electrical home appliances, etc.
– Electronic products: Electronic consumer products; visual auditorial products, computers and auxillary hardware, communication devices, etc.
– Home furniture: Home furniture and home furniture accessories
– Home and office instruments and accessories: Cleaning, cooking and table instruments, stationary and office instruments, etc.
– Social and trade products: City facilities (except for lightening), exhibition and sale accessories.
– Office furniture: Office furniture and office furniture accessories
– Sports, hobby, game and personal products: Products used for sports, hobbies, games or personal personal care and personal products; sports equipments and products, personal care products, music products, games, toys, baby products, functional shoes, innovative jewelry and fashion accessories, etc.
– Medical equipments and appliances: Hospital and laboratory equipments, rehabilitation, patient care and medical attention equipment, prosthesis
– Transportation and carriage vehicles: Internal and external designs and accessories of land, rail and sea vehicles
– Construction materials: Materials used on interior and exterior facilities of constructions; sanitery ceramics, sanitery armatures, heater and coolers, electric apparatus and related hardware
– Investment products: Equipments used for professional aims; industrial machines, agricultural machines, construction machines, handheld devices
3.    Educational institutions Products manufactured serially by educational institutions for companies are considered in this section.
4.    Designers – Design Offices Products designed by designers and design offices are considered in this section.
5.    Conceptual Projects Design projects which has creative ideas that will guide the industry to the future but are not planned to be produced are considered in this section.

 
V.    Collection materials
Although the products themselves form the basis for the ETSM collection materials, documents on the products are also considered as collection material. According to this, collection materials are classified as follows:

1.    The product: The original (itself), draft, drawing, model, modelling, prototype, imitations, transformation of products (first design and its development), product’s competitors and equivalents, associated products / accessories, etc.
2.    Visual material: Fotograph, video, film, 3D model video, documentary, advertisement movies, scenes from Turkish movies, production method film, etc.
3.    Published material: Book, magazine, thesis, newspaper, pamphlet, catalogue, product ads, agreement, patent specification, essays, etc.
4.    Document on the designer: Personal documents, biographies, portfolios, hand written documents / notes, interviews on the product, product stories, voice recordings, etc.
5.    Other: Awards, consumer comments, domestic goods weeks, recollection of users, documents on wrong or different usage of the product, designer-school-institution portraits, similar designs in different countries, manifests of industrial design departments, archieve materials of institutions, Izmir fair etc. documents, old furniture ads from Ottoman era newspapers, etc.
Some documents on products that fit into this classification but cannot be considered as collection material are considered as part of the ETSM Archieve.

VI.    Criteria for accepting objects to the collection
Products that will be in the ETSM collection are considered under the product acceptance criteria of ETMK for organizations that it holds itself or attends. According to this, basic criteria for acquiring collection material can be listed as follows:
1.    Products designed by Turkish citizen designers,
2.    Products designed by designers who live in Turkey or design companies who are registered to a chamber of commerce in Turkey,
3.    Products manufactured by companies founded on Turkish Trade Law or Code of Obligations.
4.    Products whose brand was registered by companies founded on Turkish Trade Law or Code of Obligations.

The product that meets at least one of the criteria listed above will be accepted into the collection.
The following standarts are considered while evaluating the products that will be accepted into the collection:
1.    Innovation and distinctness: Differentiating itself from its competitors with its design: First of all, uniqueness of the design, also containing design properties that differentiates it from its competitors
2.    Functionality and ease of use: Correctly and problem-free meeting of the basic function of the design, its suitability for the need it aims to satisfy and how well it satisfies this need, clear understanding of its functional properties and ease of use, being physically and psychologically comfortable
3.    Honesty and sincerety: Meeting the promised function and performance; the visual language and form to describe the product’s function and qualities to the user correctly without misleading the user
4.    Aesthetic contribution: How well the aesthetic properties support and improve the product: Its having a visual integrity, its ability to protect its aesthetic qualities in different situations (turned on-off, from the back-side, static-dynamic), having an attractive and appealing visual effect
5.    Health and security: Not hurting the user’s health, being accident-proof, carrying health and security standarts
6.    Economy: Having a suitable price and life in terms of benefits and value it presents to the user; presenting an economic and efficient usage, spending little energy.
7.    Design quality for production: Having suitable design details for a quality manufacture
8.    Sustainability: Its expected life, energy it spends, balanced usage of natural resources, careful handling of factors such as the waste it produces during its manufacturing – usage – dissolution processes and re-usage. Taking the necessary steps towards minimizing the harmful effects of the product for the environment.
9.    Innovation
– Its using of new technologies, materials and breakthroughs with high design skills.
– Bringing a radical and positive change to its users life
– Detecting a new problem and providing a good solution for this problem
– Providing a different solution to an already existent problem
– Providing a new direction for the future with its new usage style, material or forms.
– Suggesting new production methods
– Suggesting new marketing and distribution methods
– Designing in a previously undiscovered area
 10.    User sensibility
– Providing an environment for the user to form an emotional connection, user to enjoy its usage, enriching the functionality and usefulness with its interactivity
– Providing high level solutions to user’s problems
– Presenting new and high level properties for maintanence, improvement and enhancement (adding new functionalities) during usage
– Making the user free, active, productive and strong, encouraging the user towards creativity
– Meeting the universal design criteria; it should be reachable and usable by disadvantaged user groups such as elderly and handicapped, it should contain new properties designed for this target
11.    Contribution to the development of the industry
– Taking the pioneer role in developing the local industry
– Creating the opportunities for forming of new industries or jobs; causing the birth of a new industry/sector
12.    Contribution to the brand and work environment
– Improving the brand image: Having a product identity and integrating this identity with the company identity
– Forming a brand identity: providing an integral design language on a brand or integration of the brand with the product
– Creating export potential: Creating new markets abroad with its innovative design
– Ease of storage and transportation, having new and high level design properties developed for this target
– Having trend setting properties
13.    Contribution to the society and culture
– Providing cultural content: Contributing to forming a unique Turkish design identity, adding value to this identity
– Being sensitive towards the cultural habits of the target audience; correct analysis of the foreign cultural habits and designing on this direction for export products
– Providing new and economical opportunities for low income groups

VII.    Conditions for accepting objects to the collection
– If the collection object does not support the development or theme of the collection,
– If the object is too damaged to be included in the collection or if its repair would cost more than the benefit it would provide the collection with,
– If many objects that come from the same source and are very similar are in the collection,
–  If the researches on the object cannot reach a source and consequently cannot associate it with the collection,
– If the object’s connection to any of the collection acceptance criteria cannot be proven,
– If the objects origin is not known or is doubtful, the object will not be accepted into the collection.

VIII.    Acquisition
– ETSM uses purchasing, present and donation channels as the collection development policy.
– For those objects that are not known whether they will be included in the collection or not and are given to ETSM for evaluation by third parties as a donation, present, sale, etc. a donation form is prepared.
– Each object is evaluated by the advisory board before acceptance.
– During acceptance, the copy of the donation form signed by person who brings the object and a letter prepared by ETSM that thanks the donator/giver and tells that the object is accepted into the collection is given to the person who brings the object.
– If the potential collection material that was brought by the donator/giver is not accepted into the collection after its evaluation by the advisory board, it is returned to the donator/giver with a letter that thanks the donator/giver and explains the reasons for its rejection.
– For every material that is borrowed, a temporary inventory form is prepared.
– If the product itself cannot be acquired, the originals or printed/digital copies of the product’s documents are acquired. If there are no documents on the product, documenting work can be conducted by ETSM. Documents produced will be shared with the product owner.

VII. Donation
– The material donated to the collection must contribute to the whole of the ETSM collection, be fitting to the evaluation conditions and be in the context of the collection.
– Materials that are not directly or closely related to ETSM definitions and concepts will not be included in the collection. Materials are accepted into the collection after being evaluated under the product acceptance criteria.
– If the exact duplicate/duplicates of the donated material is in the collection and this is enough for the integrity of the collection, it cannot be accepted.
– The suitability of the donated materials to the collection development principles are decided on expert opinion when necessary.
– ETSM has the responsibility and right to decide on whether to include the donated material in the collection or not.
– The people/institutions who want to donate must forward the documents that include the information on the material that will be donated to ETSM beforehand.
– Donators cannot claim any rights or demands on the material they donated.
 
– An agreement that contains the information that the donator waives all rights on the donated material (if these rights are shared, for example between the designer and the manufacturer/patent holder firm, confirmations from all parties are taken); that the material can be used each time it does or does not require royalties without previous consent; that the material cannot be taken back by the donator or his beneficiaries; that he cannot claim any rights on the material after the donation and that the material can be taken out of the collection if necessary. This agreement is signed between the donator himself and/or his beneficiaries and an ETSM official.
– The material that is not included in the collection is returned to the donator person/institution.
–  With the donated product, information and documents on the product should be shared with ETSM. Wanted information and documents on the products that will be included in the collection can be listed as follows:
–    Designer (Biography, visual materials, etc. included)
–    Brand (Its history, logo, etc.)
–    Model
–    Activities that it took part in (exhibitions, competitions, etc.)
–    Type
–    Product class
–    Manufacturer
–    Brand owner
–    Manufacturing Year
–    Period
–    Awards
–    Photographer
–    Resource
–    Definition
–    Material / Technique
–    Dimensions
–    The Place of the Logo / Sign / Signature
–    Condition
–    Price
–    Visual material (includes all visual material on its design, manufacturing and method stages, etc.)

IX.    Borrowing
– ETSM may borrow collection materials for temporary exhibitions or documentation works.
– All photographs and documents with all the details of the borrowed material is prepared in two copies and a copy is forwarded to the person / institution that it was borrowed from.
– If special protection conditions for the borrowed material are not specified by the owner, ETSM cannot be hold responsible for meeting these conditions.
– ETSM is responsible for the security and problems that might arise during the exhibition of the borrowed material as long as it has the possession.  
– The borrowed material will be received by the person who is responsible for the ETSM collection with an official report.
– In relation to the value of the material, ETSM or the owner may ask for an insurance, otherwise ETSM cannot be hold liable.

X.    Lending
    The main condition for lending is the meeting of the necessary conditions for the security and protection of the objects and providing for the continuation of ETSM exhibitions during the lending period.
    Lending decision for an object in ETSM collection is made by the ETSM director.
– ETSM can lend an object in the collection for a maximum of six months. Requests longer than this period are realized after evaluation by the ETSM commission.
– During the lending an official protocol agreement is signed between the borrower and ETSM.
– Objects borrowed from the ETSM collection cannot be exhibited or carried to any other place than the one declared. Barring extraordinary conditions, lended objects cannot be taken out of the pre-declared exhibition area.
– Moving, cleaning, dismantling, photographing or conducting special researches of objects borrowed from the ETSM collection requires prior consent.
– Objects borrowed from the ETSM collection cannot be photographed, filmed, copied or shown on television without the prior consent and knowledge of ETSM. They can be taped for press and advertisement purposes as a part of the whole of the exhibition.
– By the time it was borrowed, the borrower is responsible for meeting the security, transportation, exhibition and storage conditions of the collection object that belongs to ETSM. If it deems it necessary, ETSM has a right to inspect the adequeteness of the conditions provided by the borrowing person / institution by sending an expert.
– ETSM has a right to ask for an insurance policy for the collection objects that it lends.
– Lended objects can only be lended with an official report after the individual responsible for the ETSM collection checks its condition and documents his findings with a report.  It will be taken back after matching its condition with the same report.
– Borrowing person / institution must guarantee that the sufficient environmental conditions declared in the agreement are met and will continue to be met.
– ETSM’s right to stop or cancel the lendign process is always reserved.
– If a burglary or damaging of the lended object takes place, ETSM administration must be informed immediately and a written report must be sent within 48 hours.
